First of all, the official statement of Google about broken links is: “it’s normal to have broken links but you should fix them”. In the SEO starter guide from Google, the Google team mentioned:

What are our observations about broken links ?
A HREF links and IMG SRC links that return a 404 error are google juice leakages
First of all, On a website the consequences of broken links presence is bad for bots like googleBot and for the users. We found that broken links from internal links were google juice leakages. By removing the broken links, you help other web pages to rank better. We base this knowledge on the original google algorithm.
Internal links and image links that return a 404 error harm the ranking of a webpage
If you carefully listen to Google, they never tell you that it does not harm a webpage. They just say that it is normal. This is also normal to get sick in winter and it harms your health. From our observations (not from google), we found that forums with more than 1 broken link don’t rank well even if they contain quality content. It is also something that you can witness if you browse forums. Today, it is very difficult to find a forum page with more than 3 broken links on its page. However, they exist.
There are forum pages where the image URLs are all broken links because they are outdated or because the image URLs files have been removed. However, we never find those forum pages from a google search. To me, this is the proof that Google lower the pagerank of web pages with broken links.
